Jaipur: The third meeting of ‘Raj Unnati’ was held on Saturday at the Chief Minister’s Office, presided over by Chief Minister Bhajanlal Sharma. During the meeting, he issued detailed directives regarding the progress of 8 projects and 2 schemes across 7 departments, collectively worth approximately ₹4,258 crore. He directed District Collectors and various departments to regularly monitor grievances received via the ‘Sampark Portal’ to ensure their swift resolution. Furthermore, he instructed that accountability be fixed and necessary action be taken against any personnel found negligent in this regard.
*Ensure Regular Progress in the Establishment of Custom Hiring Centers*
Chief Minister Bhajanlal Sharma directed officials of the Agriculture Department to expedite the process of establishing Custom Hiring Centers, which are being set up in compliance with the budget announcements. He emphasized that the progress of this initiative must be regularly monitored to ensure its timely execution. He further directed that applications received during the ‘Gram Utthan Shivirs’ (Village Upliftment Camps) be scrutinized promptly, approvals be issued expeditiously, and proposals submitted by KVSS (Krishi Vigyan Sahakari Samiti) and GSS (Gramin Seva Sahakari Samiti) be resolved without delay.
*Ensure Optimal Utilization of Warehouse Capacity*

To enhance the storage capacity of cooperative institutions, the Chief Minister issued directives to expedite the completion of warehouses—with capacities of 100 and 500 metric tons—currently under construction within Village Service Cooperative Societies. He emphasized that special attention must be paid to the quality of work during construction and directed that the completed facilities be utilized optimally. He further stated that no government department should compromise on quality during construction activities; to this end, compliance with quality-based standards must be ensured, supported by a mechanism for third-party inspections.
*Establish a Timeline for Setting Up Centers of Excellence*

Chief Minister Bhajanlal Sharma reviewed the progress regarding the establishment of Centers of Excellence in the state—specifically in the fields of Blockchain, Cybersecurity, AI, and Quantum Computing—being developed under the ‘Brahmagupta Center for Frontier Technologies.’ He directed officials to define the initial deliverables for this center, submit a progress report, and ensure its swift implementation. Furthermore, he issued instructions to prepare a Detailed Project Report (DPR) for the establishment of a ‘Center of Excellence for Mines and Minerals,’ while simultaneously setting a specific timeline for the project.
*Connect All Industrial Units to CETPs*
The Chief Minister directed that an effective action plan be formulated to prevent the discharge of waste from industrial units and drainage channels into the Dravyavati River. Additionally, he issued directives to expeditiously connect all remaining industrial units to the Common Effluent Treatment Plants (CETPs) and to ensure their consistent utilization. He issued explicit instructions that the strictest possible action be taken against any violators.

Chief Minister Bhajanlal Sharma stated that, regarding the proposal for the construction of the Kartarpura underpass, coordination should be established with senior railway officials to secure its speedy approval. He issued directives to promptly commence work on the construction of slip lanes and road widening on both sides of the railway crossing, in the direction of Sahakar Marg. During the meeting, the Chief Minister issued necessary directives regarding the progress of the Dudu-Sambhar-Bhatipura road construction project and the operations of a private company’s Greenfield cement plant in Nagaur.
*Regular Monitoring of ‘Panch Gaurav’ Program*
While reviewing the ‘Panch Gaurav’ program, the Chief Minister remarked that it is a dream project of the State Government. Through this initiative, the district’s economy can be strengthened by promoting local products. He directed that farmers be encouraged to connect with crop processing units, and that new employment opportunities be created by linking these activities with tourism destinations. He further directed that a detailed action plan be formulated for the effective expansion of the ‘Panch Gaurav’ program, and called for its regular monitoring at the level of the Chief Secretary.
Regarding the ‘SMART’ (Service Management with Artificial Intelligence and Real-Time System) initiative, Chief Minister Bhajanlal Sharma stated that the application of AI/ML should not be limited merely to data matching; rather, it should be empowered to automatically identify eligible beneficiaries and integrate them with relevant government schemes.
During the proceedings, the Chief Secretary presented a progress report regarding the directives issued during the first and second meetings of ‘Raj Unnati’. It is noteworthy that the ‘Raj Unnati’ initiative was launched at the behest of the Chief Minister. Through this platform, the Chief Minister engages in direct dialogue with senior officials via video conferencing to review key projects, thereby facilitating the resolution of issues in real-time. This endeavor by the State Government has garnered recognition at the national level as a pioneering innovation. Over the course of its last two meetings, a total of 12 projects—cumulatively valued at ₹86,225 crore—have been reviewed under this initiative.
*Complainants Express Satisfaction Over Resolution of Issues*

The Chief Minister stated that resolving even the minutest of issues faced by the common people is the objective of our government. He issued directives to ensure the time-bound disposal of complaints received on the Sampark Portal, thereby providing prompt relief to the public and preventing any inconvenience to them. He further instructed all Secretaries to monitor the responses provided by block and district-level officials regarding grievances during their visits to the ‘181’ Call Center. During the video conference, Prem Prakash Bishnoi from Jodhpur and Mukesh Kumar Meena from Jhunjhunu interacted with the Chief Minister; they expressed their satisfaction over the resolution of their issues through the Sampark Portal and conveyed their gratitude to the Chief Minister.
Joining the meeting via video conferencing were Chief Secretary V. Srinivas, along with Additional Chief Secretaries, Principal Secretaries, and Secretaries of the concerned departments, as well as Divisional Commissioners and District Collectors.
