Citizen-centric governance, inclusive development, Ease of Doing Business, Ease of Living, and sustainable development in the state are contributing to the realization of ‘Viksit Bharat@2047’ — V. Srinivas
The State View Sunil Sharma Jaipur। Chief Secretary V. Srinivas stated that by adopting reform as its instrument, flexibility as its strength, challenges as opportunities, and results as its benchmark, Rajasthan is emerging as an exemplary development model for the nation.
Participating in a discussion at the RIC on Saturday on the theme “Viksit Rajasthan@2047: Governance Transformed,” the Chief Secretary remarked that Rajasthan is uniquely positioned to play a decisive role in the journey toward ‘Viksit Bharat@2047’. It draws strength from its natural resources, clean energy potential, tourism, agriculture, and strategic location. He noted that the state’s development trajectory is grounded in inclusivity, equity, sustainability, and good governance—principles that align with the national vision of building a developed, prosperous, equitable, and future-ready India by 2047. The ‘Amrit Kaal’ (2022–2047) serves as a transformative phase for achieving this objective.
He further stated that, in alignment with Prime Minister Narendra Modi’s ‘Viksit Bharat@2047’ goal, there is a need for an ambitious, results-oriented good governance agenda for the next 25 years—one that empowers citizens and, in the spirit of *Antyodaya*, prioritizes serving the poorest and most marginalized sections of society first. The State Government is successfully implementing this good governance agenda and remains committed to executing initiatives in consonance with the ‘Panch Pran’ (Five Pledges).
V. Srinivas added that the guiding framework for this transformation is based on ‘GYAN’—*Garib* (the Poor), *Yuva* (the Youth), *Annadata* (Farmers), and *Nari Shakti* (Women’s Power). The state’s reform agenda is designed to deliver measurable outcomes across four key pillars through inclusive growth, improved service delivery, and broad-based access to opportunities.
The Chief Secretary stated that the ‘Viksit Rajasthan @ 2047’ (Developed Rajasthan @ 2047) Vision Document was launched in October 2025. This state vision is not merely an aspiration, but a practical roadmap aimed at transforming Rajasthan into a prosperous state and a model of inclusive development by 2047. At the time of its launch, Chief Minister Bhajan Lal Sharma remarked that this Vision Document reflects a clear commitment to building a prosperous, inclusive, and future-ready Rajasthan—a commitment that the state government is actively translating into reality on the ground.
He noted that this roadmap is anchored in a four-pronged approach: nurturing the people, strengthening society, building infrastructure and sustainability, and advancing reforms in policy, finance, and governance. It prioritizes 100% literacy and educational coverage, skills-based education, universal access to healthcare, sustainable water management, smart urbanization, environmental conservation, and enhanced opportunities for the youth and women.
The Chief Secretary further stated that Rajasthan aims to evolve into an economy worth $350 billion by 2028–29 and $4.3 trillion by 2047—an expansion to be driven by agriculture and agri-innovation, industrial growth, tourism, green energy, infrastructure development, and digital governance. He added that the state’s strategy focuses not only on accelerated economic growth but also on improving the quality of life through superior civic amenities, seamless connectivity, social security, and accountable governance. Highlighting administrative reforms, he observed that the state is steadily advancing toward a citizen-centric, transparent, and technology-enabled administration through initiatives such as ‘Raj-Unnati’, AI-enabled service delivery, digitized land records, project monitoring systems, and grievance redressal mechanisms. He stated that ‘Raj-Unnati,’ launched in January 2026, is modeled after the Central Government’s ‘PRAGATI’ platform. This makes Rajasthan the first state to implement such a system of good governance along the lines of ‘PRAGATI’—a move that signifies a shift from mere monitoring toward achieving real-time, measurable outcomes.
He further added that the pace of the state’s reforms is also clearly evident in the areas of ‘Ease of Doing Business’ and deregulation. In 2024, Rajasthan implemented over 350 BRAP reforms, distinguished itself as a ‘Top Achiever’ across four business reform areas, and completed all 23 priority sectors under Deregulation Phase-I, thereby securing a place among the country’s top five states. The state is now advancing with the second phase of reforms while simultaneously reducing the compliance burden—through the ‘Rajasthan Jan Vishwas Ordinance, 2025’—by decriminalizing and rationalizing offenses under 11 state acts, with the aim of fostering an investor-friendly environment.
Highlighting the state’s robust implementation capabilities, he noted that MoUs worth ₹35 lakh crore were signed under ‘Rising Rajasthan 2024.’ To date, projects worth ₹8.15 lakh crore have successfully materialized on the ground.
