Department Taking Strict Action to Curb Illegal Storage, Diversion, and Black Marketing of Fertilizers

Fertilizer Dealers Found Committing Irregularities Will Not Be Spared: Agriculture Minister

Jaipur। The State Government and the Department of Agriculture are actively ensuring the adequate availability of fertilizers to meet the demand during the Kharif 2026 season. To prevent the black marketing, diversion, and hoarding of fertilizers, officials from the Agriculture Department are conducting intensive inspections across the state—at the district, sub-divisional, and Gram Panchayat levels. These inspections cover fertilizer dealers as well as manufacturing units that utilize urea for non-agricultural purposes—such as those producing plywood, resins, DEF (Diesel Exhaust Fluid), and animal feed. Strict action is being initiated wherever irregularities are detected.

Agriculture Minister Dr. Kirodi Lal stated that, as of April 13, 2026, the state holds a stock of 384,000 metric tons of Urea, 71,000 metric tons of DAP, 67,000 metric tons of NPK, and 213,000 metric tons of SSP fertilizers across both the cooperative and private sectors; furthermore, supplies are being continuously replenished. The Agriculture Minister assured farmers that there is no need for them to be concerned in any way, as the State Government will ensure that there is absolutely no shortage in the availability of fertilizers. Compared to previous years and other states, a significantly larger quantity of all types of fertilizers is available this year.

He further added that the Department has been conducting a “Quality Control Campaign” since March 29 to curb the diversion, black marketing, and hoarding of urea. Additionally, since April 11, a special drive has been underway across the entire state, involving surprise inspections and raids to prevent unauthorized sales, illegal storage, black marketing, and the misuse of subsidized urea.  Under the leadership of Agriculture Commissioner Naresh Kumar Goyal, raids were conducted on April 11 on fertilizer dealers and plywood manufacturing units operating in the Kaladera industrial area, in light of apprehensions regarding the misuse of urea. During this period, the department carried out 2,793 inspections; consequently, show-cause notices were issued to 437 fertilizer dealers found engaging in irregularities. Furthermore, sales operations were halted for 23 dealers, the fertilizer sales licenses of 38 dealers were suspended, and one complaint was filed for the registration of an FIR; continuous action by fertilizer inspectors remains underway.

Manju Rajpal, Principal Secretary of Agriculture and Horticulture, has issued directives to all District Collectors to encourage farmers to utilize fertilizers strictly in accordance with the recommendations outlined in their Soil Health Cards, to promote the use of green manure, organic farming, and natural farming, and to ensure the equitable and transparent distribution of fertilizers. Additionally, she has mandated strict action against dealers, hoarders, and black-marketeers found engaging in irregularities within the fertilizer distribution system.

The Agriculture Commissioner stated that special campaigns are being conducted periodically to initiate strict action against dealers involved in irregularities—including hoarding, black-marketing, and the diversion of urea—within the fertilizer distribution network. The Commissioner has advised farmers across the state to purchase fertilizers only as per their immediate requirements at the time of crop sowing, and to promote the use of alternative fertilizers while simultaneously reducing their reliance on chemical fertilizers.
