
Strict Enforcement and Transparent System Introduced in Rajasthan Through Technological Innovations by the Transport and Road Safety Department – Deputy Chief Minister, Dr. Premchand Bairwa

In a move to strengthen road safety and make the transport system completely transparent in Rajasthan, the Transport and Road Safety Department has introduced strict enforcement and a transparent system in the state through technological innovations.

On the final day of the two-day high-level review meeting held at Bharat Mandapam in New Delhi, chaired by Union Minister of Road Transport and Highways Nitin Gadkari, Rajasthan’s Deputy Chief Minister and Transport Minister Dr. Premchand Bairwa presented the major innovations and achievements of the Transport and Road Safety Department related to road safety, e-governance, and citizen services in the state.

He informed that the Transport and Road Safety Department has implemented an e-detection system at more than 150 toll plazas in the state, issuing lakhs of challans against vehicles without permits, fitness certificates, tax payments, and PUC certificates. Approximately Rs. 500 crore in fines are recoverable from these challans. To make this system more effective, an auto-mode challan system is being developed, and linking fine collection to FASTag is also being considered.

Dr. Bairwa stated that the e-waybill issued by the Mines Department for overloaded vehicles has been integrated with the e-challan system, for which a 15-day notice has been issued. All online services for citizens will now be available only through the Citizen Portal; direct entry at offices has been discontinued.
He further informed that duplication in the vehicle software has been almost eliminated, and 25 driving tracks are being converted into automated driving test tracks under CSR. Of these, 8 tracks have already been fully automated. To ensure departmental transparency, cash transactions have been stopped at POS machines and offices; challan payments are now accepted only through cards and UPI. Along with this, registered rent agreements have been made mandatory to prevent registration and licensing at fake addresses.
*National Road Safety Month 2026—*
The Deputy Chief Minister informed that under the National Road Safety Month 2026, a daily calendar of road safety activities has been prepared for all 41 districts of the state, and education, enforcement, engineering, health, and responsive campaigns are being conducted. The aim of this campaign is to reach more than 2 crore citizens in a month. All activities are also being uploaded on the ‘My Bharat Portal’.
*Chief Minister Ayushman and Road Safety Schemes—*
Dr. Bairwa informed that under the Chief Minister Ayushman Jeevan Raksha Yojana, 215 Good Samaritans have been honored with Rs. 10,000 and a certificate of appreciation. Under the Chief Minister Ayushman Road Safety Scheme, accident victims are being provided free treatment for 72 hours, benefiting more than 30,000 people so far, with an expenditure of over Rs. 60 crore. Additionally, under the Hit and Run scheme, assistance has been distributed in 269 out of 500 registered cases.
*E-DAR and Road Safety Mitra Program—*
The Deputy Chief Minister informed that since October 2021, 1,32,965 road accidents have been registered on the E-DAR portal, and the E-DAR ID has been made mandatory in all FIRs. Under the Road Safety Mitra program, volunteers have been identified in 12 districts of the state, and instructions have been given to add a minimum of 20 volunteers in the remaining districts.
*Zero-Fatality District Program—*

He informed that out of the 100 districts with the highest number of accident fatalities in the country, 8 districts of Rajasthan have been identified, where the action plan will be implemented on a priority basis. He stated that India should also include four-wheeled commercial vehicles in the New Car Assessment Program 2.0 and suggested to the Union Minister that the floor height of intracity buses be lowered to facilitate people with disabilities.
Dr. Bairwa informed that several amendments to the Motor Vehicles Act are proposed under the Jan Vishwas Act 2.0, including expanding the definition of a dealer, making trade certificates mandatory, installing panic buttons and vehicle location tracking systems for passenger safety in corporation buses, and providing live bus locations through a mobile app. The Transport and Road Safety Department aims to make the state a leader in road safety in the country through these innovations.
The meeting was also attended by Purushottam Sharma, Commissioner of the Rajasthan Transport Department, and Bhagwat Singh, Special Assistant.
