Jaipur. In keeping with the spirit of Antyodaya, the state government is making a citizen-centric approach a key component of its policies and plans. The government’s objective is to ensure prompt resolution of citizens’ complaints and provide them with easy and accessible services. In this regard, the state government, under the leadership of Chief Minister Bhajan Lal Sharma, has made important provisions for digital governance and transparent administration in the 2026-27 budget, which will be effective in establishing the highest standards of public service.

In order to ensure quick and effective services to the residents of the state, the Next Generation Citizen Service Reforms have been announced in Budget 2026-27. Under this, the “Once Only” principle is being implemented. Documents will be collected from citizens and entrepreneurs only once, which will be shared between departments. Similarly, to improve eligibility for public welfare schemes, a provision has been made to link the Janadhaar database with various departmental parameters and portals. This will ensure timely delivery of services to eligible citizens.

100 Services Available Through WhatsApp

The state government also made a major announcement in the budget to launch key services through the WhatsApp platform. This will provide 100 key services to the public. Similarly, 25,000 youth and women will be authorized as “Mini E-Mitras” (mini e-friends), who will provide mobile-based services.  At the same time, a provision has been made to provide online services related to birth, death, and marriage registration certificates, fire NOCs, and other permits to the public by establishing smart service centers in all urban bodies in a phased manner.

The state government has made an important announcement regarding a new IT policy to achieve the goal of Digital Rajasthan. A Digital Infrastructure Facilitation Policy has been announced to provide various services of the State Data Center to startups, MSMEs, and citizens at affordable rates, and a Geospatial Policy has also been announced to enhance decision-making in disaster management, urban planning, agriculture, and environmental monitoring. A CM-Praman (Policy, Research, and Analytics for Measurable Action and Nexus) unit will be established to develop result-oriented public welfare schemes and evidence-based policymaking. A provision of ₹10 crore has been made for the Rajasthan Institute for Transformation and Innovation (RITI), modeled after the NITI Aayog.

*Provision of ₹3,000 crore for development works in government offices*

Government offices are continuously being constructed and upgraded to expand services and facilities for citizens. In this regard, the state government has also allocated ₹3,000 crore in the budget for various development works, including the construction of mini secretariats and other key office buildings in the newly formed eight districts, and infrastructure in 94 new Panchayat Samitis and 3,467 Gram Panchayats. To promote good governance and public participation, the Rajasthan Public Trust Act 2.0 has been announced in the budget.

*DBT of ₹3,566 crore to farmers through the Raj Kisan Sathi portal*

The Economic Survey for the year 2025-26 has highlighted the delivery of quality services to citizens.  According to this, out of a total of 34.43 lakh registered complaints through Rajasthan Sampark 181 in the year 2025, 33.88 lakh complaints (more than 98 percent) were resolved. In this regard, the state government has also launched Rajasthan Sampark 2.0, upgrading the digital governance framework. At the same time, digital services are bringing about a major change in the social and economic lives of farmers. By December 2025, a total of Rs 3,566 crore worth of DBT has been transferred to farmers through the Raj Kisan Saathi portal. More than 1.53 crore seed minikits and quality control samples of more than 1.35 lakh seeds, fertilizers, and pesticides have also been provided.
