The State View Jaipur (Sunil Sharma): Chief Minister Bhajanlal Sharma, on Thursday, while replying to the debate on the Governor’s address in the Assembly, tabled a document detailing the achievements of his government over the past two years for the first time. He said that his government has accomplished more in two years than the previous government did in five years. In his statement, he presented a comparative account of the work done by the current government in various sectors including roads, electricity, water, agriculture, women’s welfare, and youth welfare, and said that the state government has not only provided stability to the economy but also given it momentum and direction.

*Law to be introduced for the protection of the Khejri tree*

The Chief Minister said that the Khejri tree is the wish-fulfilling tree of Rajasthan and also an integral part of Rajasthan’s identity, which has always played a significant role in preventing desertification.  Chief Minister Bhajanlal Sharma further stated that the state government is working to preserve both development and heritage. We will also bring a law to protect the state’s wish-fulfilling tree, the Khejri, ensuring its preservation in the state. He said that inspired by the Prime Minister’s ‘One Tree in the Name of Mother’ campaign, the state government launched a massive tree plantation drive and planted 20 crore saplings in just two years.  We have set a target of planting more than 50 crore saplings in five years.

The Chief Minister said that the state government’s sole objective is public welfare. We are working with commitment on the three duties outlined by Prime Minister Narendra Modi – increasing productivity and competitiveness, fulfilling people’s aspirations and building their capabilities, and the mantra of “Sabka Saath, Sabka Vikas” (Together with all, development for all).  Chief Minister Bhajanlal Sharma also expressed his gratitude to the Prime Minister for the Ramjal Setu Link Project, the Yamuna Water Agreement, the Dewas Project, the Mahi-Banswara Nuclear Power Plant, and India’s trade deals with the European Union and the United States.

*Under the Prime Minister’s leadership, India becomes the fourth largest economy*

The Chief Minister said that under the able leadership of the Prime Minister, our country has created a new history of development, confidence, and self-respect. The country’s economy, which was ranked 11th in the world in 2014, has reached the fourth position due to the Prime Minister’s successful efforts, decisive decisions, and efficient leadership. He said that surpassing the economies of Britain and Japan, our economy has crossed the $4.18 trillion mark and has become the fastest-growing economy in the world.

*Revenue Deficit Reduced by ₹8,000 Crore in Just Two Years*

Chief Minister Bhajanlal Sharma stated that the previous government’s financial mismanagement had left the state treasury empty, projects incomplete, and public trust shattered.  The previous government had left a debt of ₹5,79,781 crore. Among the large states, Rajasthan had the second-highest debt after Punjab. He said that the Government of India’s Economic Survey 2025-26 has specifically highlighted his government’s economic management, innovations in the social and health sectors, best practices, and administrative reforms. He stated that the revenue deficit, which had reached ₹38,954 crore in 2023-24, is projected to be ₹31,009 crore in the 2025-26 budget estimates. Our government has succeeded in reducing the revenue deficit by approximately ₹8,000 crore in just two years.

*Over ₹19,000 Crore in Capital Investment Assistance under the Double Engine Government*

Chief Minister Bhajanlal Sharma said that our efficient financial management has controlled inflation and provided relief to the common man. He said that during the previous government, from 2020-21 to 2023-24, Rajasthan received ₹15,803 crore from the central government as capital investment assistance. But with the formation of the “double engine” government, the pace has doubled. In just two years, we have brought in over ₹19,000 crore in capital investment assistance from the central government, and in the upcoming financial year, the state will receive an additional ₹2,000 crore in capital investment assistance from the Centre. He said that capital expenditure in 2024-25 exceeded ₹30,700 crore, which is the highest in history. The state will receive ₹90,445 crore as its share of central taxes in this financial year.  This is approximately 6,505 crore rupees more than the previous year. Chief Minister Bhajanlal Sharma said that during the last two years of our tenure, our state has ranked first in the country in 11 public welfare schemes. Similarly, it has secured the second position in 5 national schemes and the third position in 9 national programs, and has also received the Best Performer State award in two major areas.

*DPR for Yamuna Water Agreement in final stages*

The Chief Minister said that water storage has begun at the Navnera Barrage and Isarda Dam, important components of the Ramjal Setu project.  Additionally, agreements worth Rs. 14,676 crore have been issued for Bandh Baretha (Bharatpur) and Brahmani Barrage (Chittorgarh).  Works worth Rs. 26,000 crore have already commenced on the ground under this project. He said that the Detailed Project Report (DPR) for the Yamuna water agreement is in its final stages. The pipeline alignment survey has been completed, and field verification of the proposed alignment has also been done.  Furthermore, we have allocated Rs. 1,717 crore for the modernization of the Gang Canal system and initiated works worth Rs. 4,731 crore for the development of the Indira Gandhi Canal.

*Over 14 Lakh Tap Connections Under Jal Jeevan Mission*

Chief Minister Bhajanlal Sharma said that the Prime Minister, at our request, has extended the duration of the Jal Jeevan Mission until 2028. Our government, through monitoring at various levels, has provided tap connections to over 14 lakh rural families. The work under the Jal Jeevan Mission will be completed within the revised timeframe, and quality drinking water will be provided to the people of the state. He said that the previous government provided irrigation facilities to 52,182 hectares in 5 years, while we have provided additional irrigation facilities to 99,562 hectares through surface water and canal systems in just 2 years.

*Kisan Samman Nidhi Increased by One and a Half Times in Two Years*

The Chief Minister said that our government is continuously striving to make the agricultural sector prosperous and farmers happy. We will double the Kisan Samman Nidhi within five years. We have already increased it by one and a half times within two years. He said that Rs. 10,508 crore has been transferred directly to the accounts of farmers as Kisan Samman Nidhi.  Additionally, short-term interest-free crop loans worth Rs. 48,325 crore have been provided. In this financial year, 73.49 lakh crop insurance policies were issued to farmers under the ‘Pradhan Mantri Fasal Bima Yojana’, and crop insurance claims worth Rs. 6,415 crore were also disbursed.

*Over 2 Lakh New Agricultural Connections Issued*

Chief Minister Bhajanlal Sharma said that farmers in 22 districts of Rajasthan are receiving electricity during the day. We have provided a subsidy of Rs. 48,591 crore on electricity bills and issued over 2 lakh new agricultural connections. He said that more than sufficient fertilizer has been made available for the Rabi 2025-26 season. Our government has provided relief to farmers by paying the outstanding crop insurance premiums from 2022 to 2024, which were left unpaid by the previous government.

*1 Lakh Youth Given Appointments, 1.55 Lakh Recruitments Underway*

The Chief Minister said that an SIT was constituted in paper leak cases, and 140 FIRs were registered, leading to the imprisonment of over 428 culprits. He said that today, employment opportunities are being provided to the youth in the state. So far, appointments have been given to over 1 lakh positions. Recruitments for more than 1.55 lakh positions are underway.  We have also released a recruitment calendar for one lakh government positions. In the last two years, more than 2 lakh employment opportunities have been created for the youth in the private sector as well.

*14.13 Percent Reduction in Crimes*

Chief Minister Bhajanlal Sharma said that due to the stringent steps taken by the state government, the crime rate has continuously decreased over the past two years. NCRB data shows that compared to 2023, a 14.13 percent reduction in crimes was recorded in 2025. Cases of atrocities against Scheduled Castes and Scheduled Tribes have decreased by 28 percent, and crimes against women have decreased by 10 percent.

*1 Crore Families Receiving LPG Cylinders at Rs. 450*

The Chief Minister said that the nutritional and health levels of women and children are improving through various welfare schemes. Under the Palanhar Yojana, more than 6.15 lakh families have been supported, and under the Lakhpati Didi Yojana, more than 16 lakh women have been made self-reliant.  Furthermore, 20 lakh women have been trained and connected with digital technology to encourage self-employment. Under the Pradhan Mantri Matru Vandana Yojana, more than 10.26 lakh mothers have been provided with assistance worth Rs. 536 crore. He said that under the Chief Minister’s LPG Subsidy Scheme, 1 crore families are being provided with LPG cylinders at Rs. 450.  *73.46 Lakh New Beneficiaries Added to NFSA*

Chief Minister Bhajanlal Sharma said that under the leadership of the Prime Minister, 25 crore people in the country have been lifted out of poverty. This demonstrates our dedication and commitment to the welfare of the poor. Our government is working for the upliftment and welfare of the poor in the state with the spirit of Antyodaya (upliftment of the poorest of the poor), following the path shown by Pandit Deendayal Upadhyaya. We have included 73.46 lakh new names in the National Food Security Act (NFSA).  Furthermore, we have provided homes to more than 1.08 lakh families under the Pradhan Mantri Awas Yojana (Gramin) (Prime Minister’s Rural Housing Scheme). We have also provided Rs. 478 crore directly to 66 lakh students in government schools for uniforms and school bags. Under the Pandit Deendayal Poverty-Free Village Scheme, surveys are being conducted in villages to provide people with the benefits of government schemes and lift them above the poverty line.

*Social security pension payments 35 percent higher than the previous government*

The Chief Minister stated that our government is not only paying social security pensions on time, but has also paid the previous government’s outstanding pensions. In 2023-24, the previous government paid only ₹9,500 crore in social security pensions, while our government paid ₹12,816 crore in 2024-25, nearly 35 percent more. Similarly, ₹10,874 crore has been paid in 2025-26.

Chief Minister Bhajan Lal Sharma also stated that under the Vikasit Bharat Guarantee for Employment and Livelihood Mission Gramin (VB-G Ram Ji), employment will be available for 125 days instead of 100 days.

Cashless treatment worth ₹7,645 crore received under the Maa scheme

The Chief Minister stated that the state government has taken several steps to improve the health of the people of the state.  Through the Chief Minister’s Ayushman Arogya Yojana, 13.6 million families in the state have received this security cover. Under this scheme, 3.753 million patients have received cashless treatment worth ₹7,645 crore in the last two years. Under the ‘Ma Yojana’, a vast network of approximately 30,000 hospitals has been integrated into the scheme, enabling critical patients to access treatment in other states.

*34 New Policies Released, Launch of Industrial Era in the State*

Chief Minister Bhajan Lal Sharma said that due to our government’s policies and prompt decisions, Rajasthan has become a major investment hub across the country. We have introduced 34 policies for the state’s development. These are strong steps towards fulfilling our government’s commitment to a developed Rajasthan by 2047. In the first year itself, we launched a new era of industrial revolution here by organizing Rising Rajasthan. Of the ₹35 lakh crore worth of MoUs signed under this scheme, investments worth more than ₹8 lakh crore have already been realized.

*The State’s Power System is Strengthening*

Chief Minister Bhajan Lal Sharma stated that the state’s power system is continuously strengthening. During the previous government, only one plant with a capacity of 4.03 MW was installed in the Kusum Component-C feeder-level solarization, whereas our government has installed 898 plants with a capacity of 2,329 MW in this component. Furthermore, in Component-A, we have installed 317 plants with a capacity of 426 MW, compared to 91 plants with a capacity of 119 MW during the previous government’s tenure.

*The State’s Solar Power Capacity Increases by 19,209 MW*

The Chief Minister stated that during the previous government’s five-year tenure, the state’s solar power capacity increased by only 14,878 MW. In the past 25 months, we have increased solar power capacity by 19,209 MW.  To ensure adequate coal supply, our government, with the support of Chhattisgarh and the central government, initiated mining from coal mines allocated to thermal power plants in Rajasthan, and we are receiving over 700 coal rakes monthly.

*We have accomplished more in two years than the previous government in five years*

Chief Minister Bhajan Lal Sharma stated that our government has accomplished more in just two years than the previous government in its entire tenure. Compared to the 13,160 km of roads constructed in the previous government’s five years, we have constructed 16,430 km of roads in just two years. Furthermore, power generation capacity has increased by 7,395 MW compared to 3,952 MW, irrigation facilities created through the canal system have increased to 98,753 hectares compared to 91,582 hectares, and 34.4 million meters of fencing has been installed in fields compared to 11.3 million meters.Expressing confidence, the Chief Minister said that in the next three years, we will further accelerate the pace of development, making Rajasthan a leading state in the country, and will advance and honor the state’s youth, farmers, and women. In keeping with the promises made in the manifesto, our government will take a report card of its policy decisions and development work to the public each year.
