Rajasthan’s Principal Secretary of Mines and Geology, T. Ravikant, stated that Rajasthan is rapidly moving towards ease of doing business in the mining sector by obtaining the necessary permits for major and minor blocks before auctioning them. Ravikant was presenting Rajasthan’s experience and action plan on the topic of “Identification of Pre-Embedded Blocks for Auction” during a session on the second day of the National Mineral Deliberation Camp held in Ahmedabad. He informed that the auction process for 8 major mineral blocks is underway in Rajasthan after obtaining the necessary permits, while 62 minor mineral blocks and 5 major mineral blocks have also been identified.Rajasthan’s Principal Secretary of Mines, T. Ravikant, said that delays in bringing auctioned mines into operation is a nationwide problem. Delays in obtaining necessary permits prevent mining operations from starting in the auctioned mines, which affects investment, production, employment, and government revenue. He explained that due to these reasons, in 2020, the Central Government gave all states a target of auctioning at least 5 pre-embedded blocks. Gujarat initiated the auction process for one pre-embedded major mineral block, while Rajasthan initiated the process for 8 pre-embedded major mineral blocks after obtaining the necessary permits.Discussing the challenges in bringing pre-embedded blocks to the auction stage, T. Ravikant said that the public hearing process alone, from the publication of the notice to the issuance of minutes, takes up to two months. The time taken for approval of the mining plan from the Indian Bureau of Mines (IBM) can also be reduced. Similarly, a lack of better coordination between the State Expert Appraisal Committee (SEAC) and the State Level Environment Impact Assessment Authority (SEIAA) leads to unnecessary delays. Obtaining permits from the Forest and Wildlife Department takes a considerable amount of time. The time taken to determine the reserve price of the minerals is also a contributing factor. He said that it is essential to ensure a system that reduces the time taken for these processes. For this, both the central and state governments will have to make coordinated efforts. The process needs to be simplified and made more transparent. He explained that approximately 20 permits are required to start mining operations in auctioned mines. Although this was the first experience and despite better coordination efforts, it still took time, but this time can be reduced.T. Ravikanth said that bringing the mines into operation quickly is the need of the hour, and steps must be taken rapidly in this direction. He also discussed the successful auction of pre-embedded blocks in Bansipaharpur.All states are participating in the three-day brainstorming session. Additional Director of Geology Alok Prakash Jain, Geologist C.P. Dadhich, and officer Sushil Kumar Hudda are representing Rajasthan.
