The 7th meeting of the State Level Task Force of HRRL was held on Friday in the Chintan Kaksh (Think Tank Room) of the Secretariat, chaired by Chief Secreta.Chief Secretary V. Srinivas said that the Rajasthan Refinery is not only the Rajasthan government’s dream project but also the first project of its kind in the country that includes both a refinery and a petrochemical complex. He directed the refinery officials and concerned departments to work in coordination to complete the refinery work expeditiously. He took detailed information about the progress and related points.

Rajasthan Refinery CEO Kamlakar R. Vikhar and CFO Indrajit Dasgupta informed about the progress of the work, stating that 90.3 percent of the overall refinery work has been completed. 96.4 percent of the refinery unit work has been completed. The first consignment of crude oil from Arab Mix to the Crude Oil Tank (COT) has arrived at Mundra Port, and it will reach the refinery through a pipeline from the 6 tanks at Mundra Port. The OBE work at the refinery is 99.8 percent complete.
HPCL CMD Vikas Kaushal said that the refinery work is progressing with the cooperation and coordination of the Rajasthan government. With the commencement of gas supply from the Mehsana-Bhatinda Gas Pipeline (MBPL) to the refinery, the testing process has started with the activation of the flare system. He also informed that water has started flowing to the refinery from the Nachna Reservoir through a pipeline. T. Ravikant stated that the refinery project is being expedited through continuous coordination by the Petroleum Department. A unique feature of the Rajasthan Refinery is its zero liquid effluent discharge, which means that there will be no waste generated during the processing at this refinery. He informed that a railway line will be laid from Balotra to Pachpadra (12 km) by the Railways and from Pachpadra to the refinery site by HRRL. The refinery will create new opportunities for investment, employment, and revenue in the state.The meeting discussed various points, including laying a railway line from Balotra to the refinery, setting up a power substation, and reducing VAT on crude oil coming from the state. A short film related to the Rajasthan Refinery was also screened on this occasion.The task force meeting was attended by Additional Chief Secretary and Chairman IGNP Abhay Kumar, Principal Secretary Energy Ajitabh Sharma, Finance Secretary Vaibhav Galaria, Revenue Secretary Jogaram, and officials from PHED, PWD, RIICO, North Western Railway, MOPNG, Collector Balotra, Jodhpur Divisional Commissioner, RSMMCL, Joint Director Petroleum Dilip Raj Sharma, and other concerned departments.
