Government’s Decisions, Implementation, and Results are Guiding the State’s Planned Development – Self-Governance Minister

Security Minister Jhabar Singh Kharra stated that under the leadership of Chief Minister Bhajan Lal Sharma, the state government is ensuring visionary and public-friendly development. Important decisions are being taken and implemented toward the state’s urban development.
Minister Kharra was responding to the debate in the Legislative Assembly on Wednesday on the demands for grants for Urban Development and Housing (Demand No. 39) and the Department of Self-Governance (Demand No. 40). Following the discussion, the House passed the demands for grants for Urban Development and Housing (Demand No. 334,99,000) and the Department of Self-Governance (Demand No. 147,884,858,000) by voice vote.
The Urban Development Minister stated that in the two years of the current government’s tenure, the Urban Development, Housing, and Local Self-Governance Department has undertaken numerous notable development initiatives in the public interest. A new Land Allotment Policy 2025 has been issued to ensure uniformity in land allocation, prevent misuse of allotted land, and provide land to various social organizations at concessional rates. A new Township Policy 2024 has also been implemented to ensure planned development of urban areas and provide better amenities to citizens. Similarly, for improved urban development, development authorities have been established in Bharatpur and Bikaner, and urban development trusts in Balotra and Dausa-Bandikui. Urban development projects worth ₹3,153 crore have been completed in the state.
The Local Self-Governance Minister stated that applications have been submitted to the Rajasthan Public Service Commission and the Rajasthan Staff Selection Board for filling vacant positions in the Jaipur Development Authority. A survey has been conducted by RITES for traffic management in Jaipur. Suggestions have been invited from all stakeholders to develop an action plan. Furthermore, the Dean of the School of Planning and Architecture, Delhi, has already visited Jaipur. His team is now also visiting the city. He informed that Mahal Road is also being made signal-free at a cost of only ₹12 crore.
He stated that during the previous government’s tenure, master plans for only 8 cities were approved and implemented. However, under the current government, master plans for 6 cities have been approved and implemented. Public suggestions have been invited for the master plans of seven cities. He added that notifications for urban areas of 19 cities have been issued under Section 3(1) of the Rajasthan Urban Improvement Act, 1959, to prepare master plans for the newly formed 115 cities. He added that for the first time, his government has allocated ₹11.15 crore in the state budget for the preparation of new GIS-based master plans for Category 3, 4, and 5 cities. This will enable the preparation and implementation of master plans for the planned development of cities. He stated that the current government is preparing all master plans in the state according to the GIS-based AMRUT guidelines.
Minister Kharra stated that his government has implemented the new Rajasthan Township Policy-2024. Additionally, the Transit Oriented Development Policy-2025 has been notified. To promote the use of public transportation and reduce dependence on private vehicles, it provides for high-density development within a 5-10 minute walk of transit stations. Provisions have been made for public transport and public parking. For effective implementation, the JDA has identified five TOD corridors and declared them as TOD corridors.
The Urban Development Minister stated that the route for Jaipur Metro Phase-2 has been scientifically determined based on detailed traffic-transport studies, surveys, and financial-economic analysis. This route connects industrial, educational, and commercial centers. This corridor from Prahladpura to Todi Mor will connect areas with the highest passenger density, a concrete step towards providing real relief from traffic jams in Jaipur. Metro extensions will also be considered in areas like Jagatpura and Vaishali Nagar.
Under Rising Rajasthan, 771 MoUs have been signed in the Urban Development Department. Of these, groundbreaking has been done for 405 MoUs worth ₹37,573 crore, and work has begun on the ground. The Rajasthan Housing Board has already spent ₹380 crore on construction projects in the financial year 2025-26. He said that tenders will be invited in March 2026 for the construction of 336 houses and 132 showrooms in Pratap Nagar, Jaipur.
Jhabar Singh Kharra said that 679 new revenue villages have been added to the JDA for the preparation of the Master Development Plan-2047. The time period of Master Development Plan-2025 is fixed till the year 2027.
Minister Kharra stated that to ensure transparency and citizen-centric governance, maximum services are being made online across various development agencies, development trusts, and housing boards across the state, including the JDA. The JDA’s master plan, including khasra details, land use, and planning details, has been made public on the website. By making all services online, time and human intervention have been reduced. All 49 civic services have been made 100% online. Lease applications have been made completely online. 100% e-leases are now being issued. Approximately 24,000 e-leases have been issued so far.
Minister Kharra stated that the Rajasthan Housing Board has allotted 4,215 houses in two years and handed over possession of over 6,000 houses.
Minister Kharra stated that 79,027 houses were approved under the Pradhan Mantri Awas Yojana (Urban) in two years, compared to only 77,950 houses approved during the previous government’s five years. Under the Pradhan Mantri Awas Yojana (Urban) (1), 236,000 houses have been constructed. Under the Pradhan Mantri Awas Yojana (Urban) 2.0, 48,619 houses were approved by the Government of India, with a central grant of ₹211 crore. 1,348 leases/allotment letters were issued to people from the nomadic, semi-nomadic, Gadia Lohar, and Kalbelia communities.
Minister Kharra stated that in 2024, 27 new urban bodies were created and 10 urban bodies were upgraded. In 2025, 25 new urban bodies were created and 5 urban bodies were upgraded. Delimitation/ward reorganization of 309 urban bodies in the state was completed. After delimitation, a total of 10,245 wards were created in these 309 urban bodies. Municipal corporations have been established in Bhilwara and Pali.
