*RPSC Chairman Utkal Ranjan Sahu Shares Achievements and Innovations of His Tenure at Press Conference

Jaipur. The tenure of Utkal Ranjan Sahu as RPSC Chairman concludes on Friday, June 19. To mark this occasion, a press conference was held at the Commission’s headquarters on Thursday, where Sahu shared the achievements and innovations of his tenure. All members, the Secretary, and the Chief Controller of Examinations were present at the conference. Sahu had assumed office on June 12, 2025. He shared detailed information with the media regarding the achievements and technical innovations realized by the Commission over the past two years—including his one-year tenure—focusing on administrative strengthening, the integrity of the examination system, transparency, and timeliness.

**Recruitment in Mission Mode and Timely Examinations**
Based on requisitions received from the state government, the Commission issued 61 recruitment advertisements over the last 2.5 years (starting January 1, 2024).
Of these, 16 major advertisements for direct recruitment to 14,536 posts were issued within a one-year period (starting June 12, 2025), providing immediate opportunities to the youth.In this short span of one year, over 187 examinations were successfully conducted for more than 4.7 million (47 lakh) candidates.
Under the effective implementation of the ‘Right Time Policy,’ all examinations were conducted on schedule in accordance with the pre-determined examination calendar.
**Recommendations for Over 10,000 Recruitments in One Year**
Since January 1, 2024, the Commission has forwarded recommendations for the selection of a total of 16,218 successful candidates across various recruitment drives to the concerned departments, thereby providing the state’s youth with immediate employment opportunities. A notable aspect of this entire process is that, out of the total recommendations forwarded, the selection recommendations for 10,220 candidates were submitted within the span of just one year—from June 2025 to the present. This figure testifies to the unprecedented pace and commitment characterizing the Commission’s functioning.
**Rigorous Security Standards and Innovation in the Examination System**
A seven-tier security protocol, including the use of numeric locks, was implemented to ensure the absolute confidentiality and security of question papers.
To prevent any form of malpractice in examination halls, state-of-the-art videography—capturing real-time date and time stamps—was ensured for every candidate’s seat.
As a result of these stringent security measures, all examinations were conducted with complete integrity, fairness, and zero instances of paper leaks.
**Transparent Selection Process and Expedited Interviews**
To accelerate the selection process, a record 14,885 candidate interviews were conducted during the tenure.
A new benchmark was established by enhancing the efficiency of interview boards, achieving an average of 60 candidate interviews per working day.
To bolster candidate confidence, a transparent practice was initiated wherein the marks obtained by successful candidates were made public on the website immediately after the declaration of final results.
***Reintroduction of Computer-Based Recruitment Examinations***
To further enhance the transparency of the examination system, the Commission successfully reintroduced Computer-Based Recruitment Examinations (CBRT) starting in January 2026; the Commission had previously conducted examinations in CBRT mode during the 2013–14 period.
Under this initiative, the examinations for Lecturer (AYUSH Department) and Assistant Electrical Inspector were conducted with complete integrity, and the respective response sheets have already been released. Proposed Schedule for 4 Upcoming Online Examinations

*Modernization of Rules and Robust Document Management*
As part of administrative and procedural reforms, the first and second volumes of the Commission’s rulebook have been updated during this period, enhancing the clarity and relevance of the regulations. Concurrently, a robust system has been established for the proper classification and maintenance of all official and other documents received by the Commission’s office. Furthermore, the process of weeding out (destroying) obsolete documents that had exceeded their retention period has been successfully executed in accordance with established rules and procedures.
Administrative Strengthening and Personnel Welfare
To expand the Commission’s operational capacity and ensure effective monitoring of recruitment processes, a total of 20 new posts—including Deputy Secretary, Assistant Secretary, Section Officer, and Assistant Section Officer—were created during the 2025–26 year.
The Commission organized a record 666 Departmental Promotion Committee (DPC) meetings to facilitate the timely promotion of government personnel, paving the way for the promotion of 34,986 state employees.
*Green Energy and Modern Infrastructure Development*
Advancing towards environmental conservation and energy self-reliance, a large-scale solar power plant with a capacity of 250 kW has been installed at the Commission’s building.
To modernize and expand the Commission’s operational facilities, construction work is progressing rapidly on the expansion of the Main Controller of Examinations block and the construction of a new block housing interview board rooms and a modern store, at an approved cost of ₹807 lakh. Repair work and state-of-the-art waterproofing have been successfully completed in the main building’s basement to ensure the safety and preservation of the Commission’s vital documents.
It is noteworthy that for the past 20 years, the basement had been plagued by persistent water accumulation and severe dampness, rendering this important space completely unusable. Following this initiative, the area is now being safely utilized for record-keeping.
