Bikaner Technical University’s 4th Convocation Ceremony Held
Devnani Conferred with the Honorary Degree of ‘Vidya Vachaspati’

Rajasthan Legislative Assembly Speaker Vasudev Devnani stated that while ‘technology’ may be the primary focus of technical education, its ultimate objective must be the ‘development of humanity.’ Devnani was addressing the 4th Convocation Ceremony of Bikaner Technical University (BTU) in Bikaner on Friday as the Chief Guest.

On this dignified occasion, the Vice-Chancellor conferred the honorary degree of ‘Vidya Vachaspati’ upon Rajasthan Legislative Assembly Speaker Vasudev Devnani in recognition of his unparalleled contribution to the fields of education and society. Additionally, the address of the Governor and Chancellor, Haribhau Bagde, was read out.
*Dependence on Machine-Based Knowledge Can Be Detrimental*
While discussing the challenges of the contemporary era, the Assembly Speaker referred to resources such as Artificial Intelligence (AI) and ChatGPT. He remarked that while AI can certainly facilitate tasks, it can never serve as a substitute for the human intellect and its inherent sensitivity. He cautioned the students that relying solely on machine-based knowledge could prove detrimental; true intellect lies within human originality of thought and wisdom.
*Ancient Indian Knowledge Tradition and Innovation* Citing the Rigvedic mantra, *‘Aa No Bhadrah Kratavo Yantu Vishwatah’* (Let noble thoughts come to us from all directions), Devnani asserted that we must embrace the finest ideas from across the globe. Citing the examples of scholars such as Rishi Kanada, Aryabhata, and Kautilya, he highlighted the immense richness of India’s knowledge tradition. Applauding the New Education Policy (NEP), he stated that skill development and practical knowledge constitute the most potent mantra for realizing the resolve of a ‘Developed India’ (*Viksit Bharat*). Devnani stated that the true objective of education is not merely to gather information from books, but rather to foster character building and the development of spiritual strength. Recalling the thoughts of Swami Vivekananda, he remarked that true education is that which teaches an individual to stand on their own feet and instills self-confidence within them.
**Embrace the Pledge of a ‘Developed India’ with the Spirit of ‘Nation First’** — On the occasion of this convocation ceremony, he called upon the youth to utilize their technical expertise not solely for their own personal gain, but to fulfill the resolve of a ‘Developed India’ (Viksit Bharat) while upholding the spirit of ‘Nation First.’ He guided the students toward the path of fostering new innovations, cultivating original thinking, and dedicating themselves to the welfare of humanity by breaking through societal orthodoxies.
**Think Anew, Act Anew** — While congratulating the students receiving their degrees at the convocation ceremony, Assembly Speaker Devnani urged them to work with a ‘Nation First’ mindset. He emphasized that every student should think anew, act anew, and contribute to the realization of the vision of a ‘Developed India.’ He also suggested that technical institutions should focus more intently on research and community engagement.
**Vice-Chancellor Presents University’s Progress Report and Welcome Address**
During the ceremony, while providing details regarding the academic achievements, Vice-Chancellor Prof. Akhil Ranjan Garg announced that a total of 3,380 students were awarded degrees during the 4th Convocation Ceremony. Providing a detailed breakdown, he noted that the highest number of degrees—2,588—were awarded within the Bachelor of Technology (B.Tech) discipline. Additionally, degrees were conferred upon 483 students in Master of Business Administration (MBA), 242 in Master of Computer Applications (MCA), 42 in Master of Technology (M.Tech), 12 in Bachelor of Design (B.Des), 4 in Bachelor of Architecture (B.Arch), and 9 research scholars were awarded the Doctor of Philosophy (Ph.D.) degree. Prof. Garg stated that, in recognition of academic excellence, 23 students were awarded gold medals, and 166 students were presented with merit certificates.

Delivering the convocation address at the ceremony, Prof. Avinash Agarwal, Director of the Indian Institute of Technology (IIT), Jodhpur, observed that the world today is passing through the era of the Fourth Industrial Revolution. Emerging technologies—such as Artificial Intelligence, Machine Learning, Robotics, Quantum Technology, Semiconductor Manufacturing, Renewable Energy Systems, and Digital Infrastructure—are rapidly transforming the way society functions. He added that India is swiftly advancing toward global leadership in the fields of innovation and technology. Achievements ranging from space missions like Chandrayaan and Aditya to advancements in digital payments, biotechnology, and green energy have propelled the nation forward on the path toward becoming a knowledge-based economy. Registrar Rachna Bhatia proposed the vote of thanks. The event was attended by Khajuwala MLA Dr. Vishwanath Meghwal, Bikaner West MLA Jethanand Vyas, Sri Dungargarh MLA Tarachand Saraswat, Vice-Chancellor of Maharaja Ganga Singh University Acharya Manoj Dixit, Vice-Chancellor of RAJUVAS Prof. Sumant Vyas, Dr. Satyaprakash Acharya, and Suman Chhajed, alongside members of the University’s Board of Management, staff, students, and other distinguished citizens.
