Rajasthan Circular Economy Incentive Scheme will prove to be a game-changer

Climate change is one of the biggest challenges facing the world today. Its adverse effects are impacting not only human life but also the entire biodiversity and economies through land, water, and air. In such times, prioritizing green development has become an indispensable necessity. In line with this thinking, under the leadership of Chief Minister Bhajanlal Sharma, the state government has taken far-sighted steps, focusing on sustainable development, environmental protection, and the judicious use of resources, which are proving to be game-changers in providing a better future for future generations.

In compliance with the budget announcement of the Green Budget introduced by the state government this year, the Rajasthan Circular Economy Incentive Scheme-2025, launched on World Environment Day, is a historic effort to move the state away from the ‘use and dispose’ mentality towards a ‘reduce, reuse, and recycle’ based economy. The objective of this scheme is to develop waste into wealth, thereby creating new opportunities for employment and investment along with environmental protection.

Under this scheme, attractive financial incentives will be provided to industries investing in areas such as recycling, waste processing, e-waste, plastic, textiles, vehicle scrapping, and reprocessing.  Units related to battery, tire, textile, rubber, and paper recycling, as well as units that process agricultural residues, bio-waste, construction debris, and industrial waste to produce useful products or energy, are also included. In addition, innovative projects related to clean-tech, green-tech, energy efficiency, renewable energy-based production, repair-refurbishment, and resource recovery developed by startups and MSMEs are also covered under this scheme.  Units manufacturing innovation-based machinery and technologies related to composting, biogas plants, effluent treatment, wastewater treatment, waste-to-energy, etc., will also benefit from this scheme. The Waste-to-Wealth Park (Circularity Park) will provide an organized structure to waste management and increase local employment opportunities.
The circular economy model will reduce pressure on natural resources, decrease carbon emissions and greenhouse gases, and strengthen pollution control. This scheme will play a crucial role in leading Rajasthan towards a clean, green, and self-reliant economy.

Chief Minister’s Innovation – Rajasthan’s First Green Budget


With the objective of tackling the adverse effects of climate change and ensuring long-term sustainable development, the state government presented the state’s first ‘Green Budget’ in the year 2025-26. Under the Green Budget of ₹27,854 crore, announcements were made regarding the preparation of the Climate Change Adaptation Plan-2030, a Center of Excellence on Climate Change at a cost of ₹150 crore, planting 10 crore saplings under Mission Hariyalo Rajasthan, water harvesting structures in more than 4,700 villages, and a provision of ₹250 crore for the Green Aravalli Development Project.  Announcements were also made to promote green energy, including connecting all government offices and PHED pumping stations to solar energy, a Solar Didi cadre, free induction cooktops, battery-operated public transport, and green audits.  Innovative schemes such as the vehicle scrapping policy, utensil banks in every panchayat, a Clean and Green Technology Development Center, a Green Challenge Fund, and a Green Credit Mechanism are also important parts of the Green Budget.
Moving rapidly on these announcements, the state government has planted 20 crore saplings in two years under the Chief Minister’s Tree Plantation Mega Campaign and Mission Hariyalo Rajasthan to make Rajasthan greener, and more than 14,500 groundwater recharge and water conservation structures have been constructed.  Under the leadership of Chief Minister Bhajanlal Sharma, the Rajasthan government’s Circular Economy Incentive Scheme and the state’s first Green Budget will prove to be a milestone not only for environmental protection but also for economic growth, job creation, and a sustainable future. These initiatives are decisive steps towards establishing Rajasthan as a green, clean, and sustainably developing state on the national and global stage.
