Kaman. A dispute over salary payments at Mahatma Gandhi Government School (MGGS) Luhesar in the Kaman block is now raising serious questions about the administrative functioning and accountability of the Education Department. More than two dozen teachers and other staff have reportedly not received their salaries for nearly two months. The staff say they have been regularly serving at the school, but the entire staff is suffering the consequences of an administrative dispute over one teacher’s joining and DDO powers. It is reported that the matter began with the transfer of teacher Rishi. He was relieved from the school after the transfer.  Subsequently, a case of re-joining the same school without any clear departmental order came to light. It is reported that during the then acting arrangement, teacher Girraj arranged the joining of the said teacher. During this time, the acting headmistress, Priyanka Gurjar, was on leave.

Following this, the situation regarding the legality of the joining and the DDO’s powers became increasingly complicated. It is alleged that after the acting headmistress refused to exercise DDO powers, the salary billing process was affected, directly impacting the entire school staff. The employees question that if there was a departmental or regulatory objection regarding the joining of an employee, it should have been resolved at the employee’s level. Why did the situation of withholding the salaries of the entire staff arise?

*Memorandum for Salary, Still No Solution*

School staff say that they have submitted a memorandum to the CBEO’s office regarding their problem. Despite this, even after nearly two months, the problem has not been permanently resolved.  According to employees, the lack of salary is affecting household expenses, children’s fees, bank installments, and other important financial responsibilities.

Employees question why they are being punished for an administrative dispute in which they have no role. If the joining was inconsistent with the rules, departmental officials could have investigated and decided the employee’s case. Furthermore, if there was a technical issue with the joining, the salary payment process could have been continued by seeking written guidance from higher officials.

*Officer passes in front of Luhesar, taunts his busy reception*

Employees, upset over their salary delays, are also expressing dissatisfaction with the officials’ working style. Staff say that the CBEO of Kaman passes in front of the same school where employees have been making rounds of the officials’ offices for two months to receive their salaries, yet the problem remains unresolved.  Employees allege that officials are busy welcoming them to the Bolkheda school, while the Luhesar staff is forced to plead with the officials for their hard-earned wages.

Employees say the situation has reached such a point that they are forced to beg for their two months’ salary. However, the employees’ plight has now become a serious question for departmental officials, asking why such a basic administrative process as salary payment has been delayed for two months.

*The Nutrition System May Also Be Affected*

The issue isn’t limited to teachers and other school staff. Concerns are also being raised about the payment of women who prepare nutrition for children in the school. If payments continue to be delayed, the women involved in the nutrition system could face financial hardship. In such a situation, the midday meal system for children in the school is also likely to be affected.

*Questions about the role of officials*

Questions are being raised about the role of officials, from the CBEO office to the District Education Officer and Directorate level, in this entire matter. Employees say that if there was a problem with the DDO’s powers at the school level, the concerned officials should have issued clear guidelines in a timely manner. If a teacher’s joining was without a competent order, the legality of the appointment should have been examined and the individual case resolved.

Now, the question also arises: whether written permission or guidance was obtained from the competent authority before the joining. If not, who is responsible? And the most important question is: why was the salary of more than two dozen employees withheld for two months due to a dispute involving a single employee?

*Demand for Accountability*

School staff have demanded an impartial investigation into the entire matter to clarify under which order or rule the teacher’s re-joining took place, why the operation of the DDO’s power was affected, at what level the salary bill is pending, and why the employees did not receive their salaries on time.

The employees say that the department should immediately intervene and ensure the payment of pending salaries. If there was negligence at any level in the entire matter, responsibility should be fixed. They say that employees have a right to receive their salaries on time, and that the burden of any administrative dispute should not be placed on employees who have no connection to the dispute.
